Based on evidence from primary and secondary sources, including a quantitative and qualitative survey of the responses of trainees, it is argued that Critical Linguistic Awareness Training represents an important and rare access point to citizens to information and discourse on Welsh. Turning to the Government’s language planning model, its rhetoric of inclusiveness is compared with the policy products which have obtained. Evidence is presented that there have been few inclusive interventions, and that the state’s principal language planning actors have failed to identify the potential of Critical Linguistic Awareness as a significant point of access to inclusive discourse. It is argued that critical awareness may contribute to preparing the ground for changing linguistic behaviour.
